RX 480 Holsing Itself Back in CSGO

I have an Xfx reference rx 480, and a APU which is an AMD 7700k.  I know this cpu is not the best but it get the job done with ease when it's not overclocked.  Now when I play csgo I get around 120 fps in the competitive maps such as dust 2 and the maps are fairly large but in workshop maps I get 299. my friend who has a r9 390 and a significantly better cpu (i5 6500). Get 299 no matter what map or map size.  My cpu when oaky if this game is at 70% load to 80% and that's max and probably averages 55%.  I believe the rx 480 is limited back when playing csgo even though it's at full load it isn't getting the performance I want.  As trying up the resolution up to 4K for no reason results in higher fps.  If this could be proven I would want to guess amd has som fishy business going on in their drivers for the rx 480 for it to act like this

Your cpu is holding you back, it isn't the gpu.

 

Ant higher resolutions like 1440p and 4k there is less cpu overhead so your gpu can be use be used more.

Ok so why isn't the cpu loaded to max?  This now has me confused.  And questioning amd more than ever.

My i3-6100 is only at 80-85% usage in GTA V even at 4.46Ghz and an i5-6500 gets way better FPS

CS GO is a cpu intensive game. So what you should worry is to get a better cpu. A new gpu won't help much for this game.

A CPU does not need to be anywhere near 100% to be a bottleneck.

So you're getting 120fps instead of 300? I see no problem here

There isn't less CPU overhead using higher resolutions. You just put more stress on the GPU.

I have a FX-6300 and an xfx rx 460 and really the only thing holding my frames from going up any higher i believe is the cpu. I get 120-200 fps which im fine with.

Besides the fact in AAA games my cpu is on par with all major youtuber benchmarks so I just g yes my cpu just doesn't want me to get more than 120fps or 160 when overclocked which is no problem as I'm planing to make a test bench with my APU  when I get a new mobo and processor(amd zen) in about 3 months/ after Christmas with that money.  This computer is now a year old and the processor is 1 and 3 months.

The video didn't provide evidence that fps over your refresh rate actually make gameplay smoother though

Something is wrong with ur friends machine too.

 

R9 390 chews Gta5 in 1080p

Like eats up and spits out 60fps and higher at very high settings.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

You need a higher refresh monitor to feel the difference. 144hz on a 60hz panel does next to nothing aside from waste energy.

I destroy skyrim at ultra 60fps with high resolution textures only with and occastiln dip to 40 when recording

You should add mods to skyrim to make it look better :)

Tried to tell my friend that but he's always right and makes fun of my CPU and GPU all the time so I gave up.

The engine (physics specifically) relies on 60 or less. Don't worry about the crashes. Played STEP perfectly for 20 hours and had two crashes trying to enter Whiterun.

Will do one day when fiber optics or dsl/ unlimited internet comes to my area.  Having 24 gigs a month kills especially when it's shared with your parents :(
