Can you RMA a fully functioning part?

That depends. If you bought it recently (normally 30 days) and haven't used it, you can normally return it directly to the retailer you bought it from. 

 

If it's a GPU you've been using for the past 4 months, then no, you can't return it.

you can try, most likely they'll send it right back because there is nothing wrong with it....  or they'll deny the RMA in the first place

If it's coil whine, very rarely will they accept an RMA for it.

here, you can return a product for whatever reason, no questions asked, in 14 days from the purchase date

in europe the law is that all webshops must accept returns within 14 days.

Does the product has to be in its box and not opened or it can even be returned after being used?

I think you must have the original package, but don't quote me on it - can't recall exactly, I'll look it up

and yes, the product can be used in those 14 days

 

le: yes, you need the original package all the accessories that were in the box originally

That's good, but it's been a month since I bought it. Anyway i doubt they were going to accept it. If you look this thread you are going to find what I'm trying to RMA and why.

No one will RMA something damaged due to user/installer error.

You can try, but you're going to be waisting shipping funds to and from Intel.
