Best and cheapest gaming PC

What is the best and cheapest gaming PC that someone can build? I would like for it to be able to run CSGO well, the Neptunia series well, Subnautica well, Skyrim well, and 7 Days to Die well. My current PC is a Lenovo R400 laptop with an Intel GMA 4500mHD, Intel Centrino 2 2.53ghz (P8700), 8GB RAM, and 150GB of HDD storage. I would need a monitor and keyboard as well.

Cheapest I would go to last you 2-3 years is a Athlon 880k and RX 460 w/ 8-16GBs of RAM, though I'd wait to see what the low end Zen CPUs offer.
