I keep hearing linus talk about his "What CPU should you buy" video, but I can't find it anywhere. Has it been released yet?

nope. it's not out yet.

i expect it to relase in a few days on vessel, and then a week after that on youtube.

Lol... no, seriously. For Intel it depends, if you're just gaming the i5 6500 or i5 6600k is the best option. If you're doing other things that can use more threads or cores then it's worth the i7 upgrade for general users.
