Will a cable by a radiator lower speed?

Not unless it's close enough to actually get noticeably warmer from it.  And if it's that close, you should just move it for other reasons.  But even if you don't, I see no reason why the cable would degrade.

I'm not sure as cables are rated well above that but idk? Plus the radiator will be on and off a lot.

I managed to guess that those were the two objects in question but I still don't understand the situation they are in, or the question.

oh, I never would have even though to question that... no it won't have any affect at all, if electromagnetic interference is the concern.  If temperature is a concern, move the cable.  It shouldn't be close enough to be getting hot regardless.
