1.It looks like somebody took a dump

2.The cooling is worse than AMD'S r9 290

3.It would mess with somebodys scheme if they have lets say black/red 

 

Otherwise if you dont care and just wanna dump it in your pc and run games than thats a ok deal

There are not allot of people that dont want to paint there cards because they think they would damage + once they take it apart they need new thermal paste and if they dont have it they have to either buy it from a near store or order it and wait ,if you speed the fan on that thing it would be louder than the Hiroshima bomb...

the cooling isn't that bad, nowhere near as bad as a reference 290.  I own this card and I've owned a 290 not too long ago.  Its basically the exact same as an Nvidia reference 980 (which I also have) but with a hideous shroud xD and a brown PCB.  I used the aircooler for about 2 weeks while I waited for my block to arrive and to make sure everything worked before I take it all apart.

It's a great deal for watercooling though, I picked one up for 400 a while back for SLI and it actually clocks slightly better than my evga 980

MSI-1540 core, 8200 mem stable 24/7

EVGA-1525 core, 8125 mem stable 24/7

I actually have this exact reference cooler on my GTX 770, which is hotter than the GTX 980. Are you speaking from experience, or do you randomly repeat myths you hear on the internet and pass them off as facts? 

 

My GTX 770 was ran in my Azza Z ITX case, with a custom fan curve (10C = 10%, 20C = 20%, 30C = 30%, etc, until 80C, which was 100%) and it seldom ever passed 76C under gaming load.

I bought my 770 factory refurbished on Ebay for $200 back during the Kepler days. On 100%, it sounds like a jet engine, but its fine at 70-80%. No coil whine, and considering I am using an ITX case, It's temps are actually impressive. My brother has a reference GTX 970 that has bad coil whine, but it too has pretty silent fans. The stock 970 lacks a vapor chamber, just like the MSI plastic reference cards. Though, at this low of a TDP compared to the 250w, they are not exactly needed to get the job done. 

 

Since the PCB is reference, one can easily pick up a Titan X cooler for $25-$40 and have a nice looking setup on the cheap, if they truly need a blower.
