has it always been like this?

So I am new to PC building and everything and haven't paid attention to the GPU market like I do now but my question is since I'm new is has it always been like it is now with the 1070 and 1080 (going out of stock and aftermarket coolers taking forever to come out)? I'm assuming it's like this too for past the past graphics cards releases. thanks

Yeah, stock was not really great on GTX 970 and 980 cards either..
