If you aren't going to OC it, there's no need for a watercooler or even 3rd party thermal paste.

A 212 EVO would be perfect.

i7 4790k | MSI Z97S SLI Krait Edition | G.Skill Ripjaws X 16 GB | Samsung 850 EVO 500 GB | 2x Seagate Barracuda 2TB | MSI GTX 970 Twin Frozr V | Fractal Design R4 | EVGA 650W

A gaming PC for your budget: $800 - $1000 - $1500 - $1800 - $2600 - $9001

If you're not planning to overclock, you'd be better off saving the money and going with an i5-6600. If you only want a mild overclock, nothing beats the Cryorig H7.

Aerocool DS are the best fans you've never tried.

212 Evo is still fine for smaller OC. You don't need more than that. Bigger coolers will have better cooling performance and so chance to get higher OC too.

The 212 Evo, Pure Rock, and H7 trade blows when it comes to performance and the Pure Rock isn't a good value at $50.

I honestly think the 212 EVO is a bit overkill for an i5-6600K at stock, so it would probably give you at least some overclocking headroom.

I've recently built PCs for three friends using two i5-6500's and one i5-4690K. All of them are at stock, and all of them use the stock cooler. In all cases, load temperatures are fine (mid-to-high 60's in AIDA64) and nearly silent. So there really is no special requirement for cooling an i5 in my opinion, at least until you start turning the voltage up. It's probably very difficult to find a cooler that isn't good enough for stock settings.
