The Coolermast 212X is slightly better in terms of performance with the newer fans but overall the difference is minimal between the two.

Neither. The Cryorig H7, beQuiet Pure Rock and Deepcool Gammaxx 400 are all slightly better (certainly quieter) and cost about the same.

Aerocool DS are the best fans you've never tried.
