R9 380 stuck on 100% load when idle

Hi i have been having this problem with my R9 380 after updating to crimson 16.5.3 and after boot up I've noticed after a few minutes that the GPU usage jumps up from from 0 to a 100% and then it remains there during idle.

I have then tried to dialed the display driver to 16.3.2 and that was ok when idle but the GPU load fluctuates between 100% and 0% during gaming which I think causes some of the stuttering during the game. 

Is there something I'm missing? I cant figure this out at all unless it is suppose to do that. Any suggestions would be welcome.

reinstall the drivers with DDU (and maybe roll back your drivers to what they were before :))

Have you scanned your computer?

 

If not, try doing so with Avast and Malewarebytes

Ive gone through scans with avg and they didnt pick anything up , and i have reinstalled the driver twice using DDU and things stayed the same. when i roll back the drivers as mentioned that the GPU usage fluctuates between 100% and 0% during gaming other wise that idle was fine.

Maybe try adding a new layer of thermal paste?

i thought about that, but the screen shot shows the processes and i don't think there is one running in the background

To add on top of that, I'm pretty sure more Vram would be used (for example, ETH mining would use around 1.5GB of Vram of this moment).

Yeah, I was surprised though. I haven't watched the anime but her outfit is so intensely unique.
