What is the best  air cooler for micro atx builds and the height of the cooler doesn't exceed 145mm tall?

A non-K 4590? The stock cooler would work just fine. A Cryorig H7 is exactly 145mm tall, and would be much, much quieter than stock.

It's more for ITX builds than anything else, really, and it handles that sort of application well. It's very quiet and a huge upgrade over the stock cooler for non-overclocked chips or something like a G3258, but the i5/i7 overclocking results I've seen with it are a bit on the scary side. Common sense dictates that you don't throw 1.28v on a 4770K at a low-powered downdraft cooler, but I've seen it done anyway, and it's about as bloody as you'd expect. "Idle at Tjmax" might be an overstatement, but you get the idea lol.
