why is my fps so low i am not running mods

Because GTA4 is a very bad optimised game.

Even a Titan X lags this game..

that's a myth

GTA V runs not that much more better and it's on the same engine

we just didn't have as powerful hardware back in the day when R.A.G.E. with GTA IV came out so it felt like it was bad.

 

the V does have better textures and some fancy post processing but nothing major

 

although I would advise making sure the SLI is actually running and properly configured,

also look at the resource utilization

 

as a side note I was running GTA IV max settings at 1440p on a 290 with 45~70 fps

They might have optimised the engine better for GTA5.

with my old 290 I saw pretty much identical performance between GTA IV and V considering some new fancy effects
