"4K 60fps" isn't like one thing that's a yes or no answer... Different games have vastly different levels of demand, and each of them has multiple setting options which have vastly different levels of demand themselves.

 

Do you mean can it run 4K 60fps on the most demanding game ever made at the highest settings? Or... what?

Depends on what game you're playing. The games I plan on developing is not a guarantee whatsoever. Don't blame it on shit code please. I intend to try and push graphics right to the very limit of what is possible like what Crysis did back 10 years ago (Damn Crysis, you're almost 10 years old xD)

At max settings... I doubt it. Crysis 3 I'd predict 30-40fps, maybe you could get 60 with AA disabled. Would depend on what part of the game too though.

Oh and i also noticed that the 1080..(if those specification are actual) that it has a lower cuda cores and memory clock speed..but a new architecture..does that different gpu chip make the biggest difference? Anddd (im new)

GTX 1080 is projected at ~30% faster than the 980 Ti so it's not really a big deal to make future predictions in this case. Of course we won't know with great precision until reviews are live, but we can make a fair guess at this point.

Yes, core counts and frequencies are only relative to the GPU architecture. It's meaningless to compare those numbers with chips outside the same family.
