Can't go wrong with noctua nf-a14 . Can even go for the Linus edition of that's your style.

Cougar comes to mind immediately. Got a few of those running in my wife's PC, and they're solid. Aerocool DS is a fan I've used plenty of times because they're quiet, they're powerful, they're effective on heatsinks or as airflow, and their LED fans don't suck. Anything by beQuiet is good, and if you're ok with poop-colored fans or paying a premium for normal-colored ones, Noctua is also top-shelf stuff.

Aerocool DS are the best fans you've never tried.

thats a cpu cooler, but their fans are good. for a case fan, get the PH-F140XP (pwm)

Phanteks makes good stuff. Never used them personally so I can't recommend, but yeah, they have a good reputation.

I really like the fans fractal design installs in their define r4. Very quiet at 3.3 and 5 volts :)
