Just wanted to give y'all a quick update to this situation...the first slot has completely failed...BIOS no longer detects anything in that slot and no power is outputted through the slot anymore...while the second slot is now recognizing the card 99% of the time which is good but it is still stuck at 2x 1.1...upgrade here I come? (CS is now unplayable with FPS drops every time some one throws a grenade or shoots...down to 30 fps from 300 so...)

Time for a new board..

Most if not all GPUs nowadays have power saving settings built into the BIOS of the card. At idle the card uses less PCI-E lanes to conserve power and GPU-Z reports that in the software. There's nothing to worry about, I don't know why people keep suggesting to reseat the card and all.

Well nothing is exactly correct so just marked the closest thing to a new motherboard as "solved" :D

Sorry for posting on this again but...after propping up the 290x with a phone case, the interface...it's back at 8x :D although it's only pci-e 1.1, no stuttering in games at lease...

But...but...no cards idle at 2x 1.1...they idle at 1x 1.1 :D (just pointing out how it's 1x not 2x...)

There's nothing weird about 2x, it's a perfectly valid PCIe configuration. Here's mine card right now:

Oddly, that's my first GPU, which is the one under load right now. My second GPU, which is idle, is at x16 3.0. This is not really unusual. PCIe power management is weird, and sometimes pretty random. I doubt anything is due to the motherboard, or any changes in the configuration were due to anything you did, just random luck.
