PWM Hub with 3-pin fans?

Phanteks has a PWM hub on most of their cases. What happens if I plug in a normal 3-pin fan into it? Will I still be able to change its rpm?

If it's this kind of hub on the case they are designed to take in a PWM control signal and provide an equivalent 3 pin DC voltage control signal as the output pins are only 3 pins:

Well it gives them the ability to be varied in terms of speed but will still retain it's controllable range as a 3 pin DC voltage control fan.

Depending on what you set them to yes.
