Does a motherboard decide monitor compatibility?

I was planning to buy the Asus Z170 pro gaming motherboard and naturally landed on their website in the process. While reading the specifications on their website, I came across the 'graphic'  section.

It specified the maximum possible refresh rates for different resolutions. The picture shows the exact specs. 

So say someone has a really awesome 4K monitor with a refresh rate of 120Hz or something along those lines, will the motherboard bottleneck all of this or is it the graphics card (if present) that sets the limit for these things? Thanks for your time :)

Only if you're running the monitor off of the onboard video.

well there are no 120hz 4k monitors, so that doesnt matter

The graphics card is the ultimate bottleneck with its capabilities and the standards it uses for video out, but if you're using onboard video outs, the standards at which they use and the IGP present on the CPU will be your bottleneck. However, there is no currently usable standard that supports 4K120. The next revision of DP will, but it's not usable by consumers yet.

This is only if you use onboard graphics and not a dedicated Graphics cards.

whatever you plug the monitor into is what determines it. so plug it into the motherboard and the motherboard will, plug it into the GPU and the GPU will

Only if you are using the on-board graphics as @Trey222 said.    If you run your monitor off your graphics card, this doesn't apply.
