You have to select Maximize 3D performance = Enabling SLI.

Ok, you could try using DifferentSLIAuto, it's a program that basically helps you activate SLI between graphic cards from different manufacturers, it will use the VRAM of the lesser card, link here: https://github.com/EmberVulpix/DifferentSLIAuto/releases

Have you looked for a compatibility chart? Maybe those two cards are not compatible with each other, some manufacturers have a chart somewhere on their site, if not google it.

Use MSI afterburner to clock both GPUs at the same core clock. Make sure you haven't OC'd either of the cards and then give it another go. From experience, GPUs from different brands or different models are annoying to SLI. Basically you have to make both cards behave the same or it doesn't work.

So everything is identical on the cards from BIOS versions, VRAM frequencies, core clock, etc?

I'm not sure then, sorry... You could try using DDU to remove the drivers and then reinstall?

Update both BIOS to the latest (should be identical), and then try again.
