Best GPU for a 144Hz monitor? Budget of $1250 for the entire PC

Well if you want the best of the best get a titan x with a water block attached to a radiator sitting in a block of ice for dem sick overclocks, yo. Realistically, a 980 or 980ti would be fine.

If that's the case don't go with a TN panel at all and ditch the 144hz thing...

R9 390 would fit

other than that the GTX 980 is really your only option for Nvidia

Sorry your budget is too small. You should probably shoot for 1440p @ 60Hz since that is easier to push than 1080p @ 144Hz which will probably take 2 970's in sli to push the newest AAA titles to triple digit fps.
