Are you sure you are not compared megabyte (MB) to megabit (Mb)?

4Mbps = 0,5MBps which may be rounded down to 0 when downloading..

But can you show a screenshot of a speedtest.net test and maybe the speeds where it says 0mbps? (such as a Steam download or where ever it occurs)

Yeah you should see 400-500KBs when downloading.

Also what country are you from? China has alot of restrictions but not sure exactly what they are.

Is this on everything or just for example on speedtest.net and Steam?

I would suggest calling up your ISP and seeing what is wrong there, because there might be some outtage (but first try resetting your router and PC)

How are you downloading it?

Microsoft direct?

Bittorrent - Check your peer connections and ports.

RapidShare(Or some file share site) - Once you exceed their free download limit they will often cap your speed.

Again, please be specific.

Not sure why then. How long has it been like this? Could be maintenance or your ISP is doing something.

Just this night, i tried downloading other stuff and the KBps was around 300. I let the download run overnight then
