GTA V relies on a beefy CPU - GPU vendor doesn't matter there.

My mobile i7 will hammer the 6500 in GTA V quite easily actually. It's a VERY CPU-intensive game

Yes. GTA V uses 8 threads/cores quite handily and can go up to 16 cores used. Xeon will be about 20-30% faster

hmm is it actually worth it swapping out the 980 to a 80 € less 390x and then go for the xeon. I also could get an i5 6600k

390X is only 5% slower than a 980 but has the extra VRAM. 6600K would still be worse than the Xeon as the Xeon has the extra 4 threads.

i also could get a 390 non x cause thats like 5% too and get an i7 6700 or 6700k. Whats better i never oced before

Xeon E3 1231v3 is essentially a i7 4770 with no iGPU (Intel HD 4600) - it's MUCH better value. OC isn't needed.

390 is about 10% slower than a 390X and 15% slower than a 980

Yes. A R9 390 uses 280W. Your whole system will use 370W or so. Maybe 400W with some heavy OCing
