It's louder than several other coolers. Just get the cheapest dual/triple fan cooler 7970. It's not worth paying much more for one model over another.

XFX coolers are loud. If you want a quiet cooler, I would get the HIS IceQ X2 7970, MSI Twin Frozr 3 7950, or the Sapphire Dual-X coolers.

I live in US CA money is more expensive :( and I think that is on sale too

From Google:
1 Canadian Dollar equals
0.96 US Dollar
OP needs to say where they are from so we can find deals that apply to them because as you said the NCIX price is on sale and is only for Canada to my knowledge.

Wait, those are the second hand prices? Ouch, then again I don't know how much a brand new 7970 windforce typically is in Bulgaria. If you wait for the 9000 series the price will probably drop significantly.

You could probably also go with a 7950 instead of a 7970 because the performance difference between them is minimal but the price difference is pretty significant. (In most cases)

I would avoid XFX GPU's and if you're looking at getting an AMD then look for Sapphire, ASUS, Gigabyte, MSI, or HIS and maybe even Powercolor.

Intel Core i7-8700K @ 4.8GHz | Corsair H110i GTX | EVGA RTX 2080 XC | Asus ROG Maximus XI | Intel M.2 nVME SSD 1TB | Samsung 850 EVO 2X2TB | 32GB G.SKILL Trident Z 3200MHz CL14 RAM | EVGA SuperNova GS 1050W | Kept cool & quiet in a Fractal Design Define R5 Window with all Noctua fans

I've got the same one, it works great, and i have it set to only keep the card under 87 deg. C, I can't hear it at all, plus, since I record gameplay for youtube, I needed it to be even quieter, as my microphone is directly next to the side panel, so I pointed a couple more silent 120mm fans at it as well, the only thing you can hear in it is one of my hard drives which has an unbalanced platter

Main Machines~ Prometheus - i7 3930k @ 4.5GHz, X79-UD3, HyperX Blu 1600Mhz 24Gb (2x8Gb, 2x4Gb), XFX Double-D 7970, H100i, Military green C70, TX850M, All Corsair SP/AF-120 fans, Samsung 840 Pro 128Gb, 750Gb Seagate Barracuda 7200 RPM x2, NZXT Hue accent lights (wouldn't reccommend, they don't stick well). Laptop~ Asus X202E touch notebook- 500Gb 5400RPM 7mm HDD, 4Gb RAM-not upgradeable, 1.8GHz i3, HD4000

Why?

XFX usually make poor quality GPU's and have worse cooling solutions and overclocks than the other manufacturers.
