Budget, location, intended use (besides console killer... what games does he want to play?) would all be super useful.

He is only playing csgo lol and some dota. Really easy to run games.

A $700 PC will get him not only a decently powered PC, but one with future upgradablity. 

 

You CAN get a PC for $500, but when you want to upgrade you're pretty much going to have to buy all new everything. 

 

So $700 now, or $500 now and at least $700 later.
