Overclocking is simple.  Super difficult?  What?  You punch in numbers and click on:  Save and Exit9_9xD:D

did you not read my post? its a not k skew the only way to overclock it is by overclocking the BCLK and that affects your ram and chipset and its much more difficult than multiplier overclocking, trust me i've done it.

okay you don't need to be a dick man. its not "difficult" persay.. it just affects so much more than the speed of your processor. and all kinds of hidden issues can arrise that can seriously screw up your PC, have you ever had memory issues? now imagine that coupled with your chipset and bios acting up and your computer is really hard to diagnose at that point. All i'm saying is this guy didn't know how to install windows, he wants something simple that will work well for 7 or 8 years, just keep it simple for him, most people who built their own systems don't overclock, i'm just trying to help him.

His budget allows the option.  For $50 (cost of the motherboard), the added support for overclocking is well worth it. 

He does not need to know how to do it right away, that CPU will be sufficient for years. 

My first build involved overclocking the FSB, I had no idea what I was doing when I started.  I had a 1 GHz OC on the CPU for many years.  I have helped friends OC their CPUs (over Mumble).  They had zero experience with doing it.

It is not an issue when the available currency is time, in an environment of information.  ;)

Solid build.  You might want blue heat sinks on the RAM, to match.

My build (i5 6500+ Z170 motherboard) has one advantage over the 4460 build:  The 6500 is 5%-8% faster (at 3.2 GHz each) than the 4460 and can be further overclocked later on when you need the speed.

DDR4 RAM is faster.  How much does that matter?  Depends on the application.

I like that chip better and If i could potentially have over 4GHz

Firstly, how did you tag me?  I have tried but it did not work.

Now to answer your question.

The two inexpensive, low RPM, fans are there to introduce fresh air into the case and to do it quietly. 

Because I pushed your budget, I went with a cheapo case BUT a cheapo case that works well.  It has mounts for fans, a good internal layout and is all black (inside and out).  It is missing a dust filter on the front intakes, but you can be crafty and make those.
