so my first build yay! Ooh what's this? A shinny gpu? Lets open it while stood on a carpet! .. Ok cool what about my pc case that looks cool? Zap zap zap. Yeah basically I opened my gpu without a shock put it back in the Bag opened my case and felt a zap... Could my gpu be dead or damaged?

If it didn't "Zap" the GPU, it's most likely fine. you didn't discharge onto the GPU.

Do ground yourself though, preferably using one of those wristbands, but alternatively you can just regularly touch the plugged-in, powered off PSU. Case works as well.

I've done it to my friends card once on accident, it turned out to work fine once I put the system together.

Is the back-plate metal?

Probably is so it can still zap the contacts (cause metal conducts electricity) but it "should" be fine

In my experience, unless you were running around in wool socks, it's probably fine. I've shocked various PC components multiple times with just the kind of small shocks you get from walking around, no problems yet.

if you were touching the metal sides at all 90% sure not fried else 70%

also it looks like some 390 come with back plates if so almost no way it is fried

It's probably not. I went Craigslisting once and carried an Intel G3258 around in a paper bag in my bag all day with no issues.
