if you have a g-sync 4k screen a single 980ti will be fine. dual gtx 980s would be needed for non g-sync.

I currently use a single 980ti and a ROG swift g-sync(1440p) monitor and it is a much better experience than 4k@60 fps(I have a 4k screen aswell) .

Although I agree with SLI GTX 980ti for a smooth gaming experience. I'll supply you with a review of fallout 4 tested with serveral GPU's on different resolutions. Also I'd suggest reading the review globally to aid in your personal quest for an able GPU for your requirements.
