Technically you can go up to Tj max which is the point when your CPU will start to thermal throttle. Normally this is 95-105C (mine is 100C) depending on the individual CPU. Look up that number for your CPU and then build in a buffer that makes you feel comfortable.

I've built 3 PC's, but none for myself... In fact, I'm using an iMac that my dad bought for me as my desktop. Awkward...

Please don't say "SSD drive." By doing so, you are literally saying "Solid State Drive Drive" and causing my brain cells to commit suicide. The same applies to HDD (Hard Disk Drive) and PCIe (Peripheral Component Interconnect Express).

I am thinking about building a budget pc so it is either the pentium g3258 or the amd A6 6400k

You should really think about getting a G4500 skylake CPU. It's 90 dollars but it supports hyper-threading, making it a quad core in most cases. The G3258 doesn't and its only a duel core. You see WAY more performance out of a G4500 over a G3258. You don't need to worry about overclocking. you can't OC either of these CPUs. If you do go with a 4500 (Which you really should if you want your CPU to be under a 100 dollars) you need to get DDR4 RAM.

but the build is not a gaming build it is an everyday computing build so i won't need much power, a dual core cpu is enough for web browsing and watching YouTube right?
