To help out a bit, I don't have an OS so I don't know if that's the problem. This happens everytime I turn on the PC.

If there is no OS then I would have thought that would be the problem. PC is trying to find something to boot from

Do you know any ways to get Windows for cheap or even free? Can be Windows 7, 8, 8.1 or 10.

You can get Windows through less morally fine sites but i would recommend Linux until you can afford Windows or go to the Microsoft subredit for keys for ~$20

Well, you can throw a 30day trail of Win10, via Windows website.

/r/Keyswap ask for an OS. If you are in college education you can use www.dreamspark.com to get Windows 8.1 for free from Microsoft.
