What operating system should I get for my first PC build?

The friendliest and easiest one would be Windows 7 or 8.1

If you plan on gaming, then windows is pretty much your only option.

 

Because of the free upgrade, it might be cheaper to buy windows 7 and download the update to windows 10.

Operating system is completely personal preference, depending on how you use your OS, I personally prefer Windows 10 due to the sleek design of the UI compared to 7 but hate Windows 8 due to the metro UI that was implemented, it is completely your choice, but Windows 7 keys will soon become harder to get hold of.

Change that PSU if you haven't bought anything yet.

As for the OS, buy the cheapest one out of Windows 7, 8.1 or 10.

Because cheaping out on a PSU is the worst thing you can do when building a gaming system. It's very likely you'd run into issues with that cheap EVGA unit.

 

Get this one instead: EVGA SuperNOVA G2 650W

DX12, no Metro, Notification Center, Microsoft Edge, and Cortana.

I don't think Edge is a feature most people really care about.

But yes. Windows 10 is better in every way than Windows 8.1. Not so much windows 7, but considering it's already on extended support, you might as well get the latest OS.

Change the GPU to a regular 390. The performance difference between the 390 and 390x is small at 1080p.

Change the R9 390x to an R9 390 and dump that crap power supply you have in your build link, it can't be trusted to power an R9 390x and an overclocked i5-4690k. Bare minimum would be 550W on a very high quality power supply, whereas the one in your build link is a really lousy 500W unit. The 650W EVGA G2 @Pandalf recommended is outstanding quality and comes with a ten year warranty. Not all EVGA power supplies are the same, the 80+ 500W unit is a low end HEC unit (EVGA just rebranded it) while the 650W EVGA G2 is a Super Flower unit rebranded by EVGA, and Super Flower makes extremely high quality power supplies. Cheaping out on the power supply is a really big mistake, it can affect system stability, it can affect the quality of your overclocks if you're not getting clean voltage, and in extreme cases it can kill all the components of your system.

 

Also, might as well go Windows 10 since you're going to want DirectX12 for holiday 2016 games most likely, if not earlier, and DX12 is only available on Windows 10.

Another suggestion: don't buy one stick of 8GB RAM, better to buy a matched pair of two of 4GB sticks of RAM for dual channel. One stick only makes sense if you can only buy 8GB now and are using an H81 board or a mini ITX board with only two DIMMs.
