Whats going on with my gpu?

Wanted to builld a pc for my mom so i bought a used rx 470 4gb. After receiving the gpu i started to stress test the gpu immediately, and it run well theres no issue whatsoever. However i did notice that the previous owner did not include thermal pads for the vram, so i install new thermal pads for the vram gpu. When i finish, i put the gpu back to my system and this happen(video), it post for a few seconds and then it restart the pc, when it restart the pc the fan spins louder right at 1:14, i try and swap my main rx 6600xt and it works fine but when i swap back the rx 470 it happen again. Did i damage my card during thermal pads installation? 

 

I did try to clear cmos battery but it doesnt work.
