If I had to choose between those two and had no possibilities for maxed out @ 60, I'd choose low settings @60 over maxed @30

depends on the game.

Also depends if it's singleplayer or multiplayer.

 

If multiplayer, then low/medium at 60 all the way.

I think i would go with 30 fps maxed out if on a tv, where being far enough away it wouldn't matter as much, but for a pc with a monitor a foot away from you i would use 60 fps on low-medium

medium settings at 60fps. 30fps for an avg is way too close for comfort. especially in csgo.

Really much about personal preference. But I'd choose middle option. Medium gfx with stable 60fps.

In reality I choose 90fps everytime! I turn down settings in games until I get roughly around that and then I tend to be happy. I really hate when a game has a 60 fps cap or is CPU limited and can't get into the 90's consistently. Frame rate is a much more important quality attribute than pure graphics settings normally.

When I had my old PC I'd run vsync and triple buffering for medium settings at 45 fps

Depends on the game, First person shooters at 60fps ALWAYS. Games like Assassins creed? Modded skyrim? Id rather have 30 fps with extra eyecandy on those.

I would say low-medium at 60fps because these days most games still look good at those settings.

 

But really it depends on the game, some games are perfectly playable at 30fps while others don't feel responsive enough.
