Ita basically ddr3, limited to 1600 mhz, running on 1.35v

No, if you were considering a ddr3l skylake motherboard you won't be able to use your old ram in it.

DDR3L = DDR3 Low Voltage

Hi DDR3l is sodim ram for laptops you need regular DDR3 and make sure your mother board supports the speed your going to get!  :)

Unless the board says it supports DDR3, it probably  won't work, like stated above DDR3L runs at a lower voltage, so if you put regular DDR3 in it, there wont be enough power going to the ram and it'll probably give you beep code, and if it does run, it'll either be unstable or burn the ram voltage regulator out. best not to risk it

Most sky lake motherboard use ddr4 but a few of them uses ddr3

DDR3L represents D"DR3 Low-voltage."

DDR3L is available for the desktop, in SDRAM, and laptop counter-part, as SO-DIMM. Observe.

The Integrated Memory Controller (IMC) within "Skylake" is rated for 1.2V DDR4 DRAM, and/or 1.35V DDR3L DRAM. Exceeding this value, (i.e. 1.5V, 1.6V, 1.65V) due to over-voltage, may damage the IMC. The official voltage specification for DDR4 is only 1.2V.

Intel mentioned a warning regarding to excessive DRAM voltage a while ago. Here is some more reading regarding to DDR3 DRAM voltage.
