AMD crimson driver causing screen tearing on videos?

I recently downloaded the new amd crimson driver and then watched a random playthrough of a game...I noticed that there was heavy screen tearing and I also checked previous videos that I viewed and they had screen tearing too...This was not noticeable in the previous beta driver that I downloaded for fallout 4...

 

Update: there are some videos that have no screen tearing too?  TF?
