CPU cooler

What is a good CPU cooler I was looking at the arctic ones I really don't know how to determine if they are good or not. My overall system budget is $1500.

Do you prefer air or water?

what case does it need to be mounted in? do you want an air cooler or an water cooling loop? does it need to fit on an intel or an AMD motherboard?

I like the H105 from Corsair as it's the best bang for the buck when it comes to liquid cooling. It trades having a larger radiator for the software that comes in a lot of kits. Just make sure your case has room for that larger radiator, it barely fits in my C70.
