shut off the PSU when the computer is off, or just leave it on? is there a benefit or a drawback to either of these?

As in hit the switch on the rear of the PSU, it's not really necessary just an extra step more or less, there isn't any big benefit or draw back. Maybe some extra powered USB charge ports when the system is off.

No need to turn it off. Just shut down the PC and that´s it.

The psu should generally not be turned off if you can avoid it. Shutting it off would make your bios resort to using the cmos battery, which will eventually lose your system time and you will have to replace it.

I do due to ASUS's stupid LED on their card. Although if I dont leave it on for long enough when I boot my system it doesnt detect my SSD

PC is Intel Core i5 6400, GIgabyte H170 Gaming 3, Corsair Vengeance LPX 2x4GB 2400Mhz ,Sandisk Ultra Plus 128GB, WD Blue 1TB, NZXT S340, ASUS Geforce GTX 960. Fractal Design Tesla R2 650W. http://au.pcpartpicker.com/p/793XNG. Graphics card choices don't always have to be dictated on performance. If you want the game stream and power consumption of the GTX 970 get that. If you want raw performance of the R9 390 get that. In the end we are all gamers, so what if your buddy gets an extra 5 fps?

in place where electricity is expensive

i turn them off completely since even with the system turn off

stand by mode will still draw a few watts of power

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
