The only benefit the ps4 has is that it is cheaper, and has a couple exclusives, the PC can function as something other than a game device, and has games available for cheaper, though how long it will be good depends on how much you put into it.

A PC Would be better in the long term, it will last you about 5 years before any major upgrade need to be made. 

 

a PS4 or Xbox One will last you 3, then you need to buy: New console, New games, New controllers, new headsets, new memberships...

 

 

Where as on PC everything will be compatible, weather its now or 5 years from now.

Build a PC, for price point go with an ITX build.

Somebody here did an ITX build for about 400-500 on www.partspicker.com I don't remember who.

Sure it might be decent, but a $400 rig isn't going to run AAA titles like a $400 PS4 is.

If you like to play split screen with your siblings/friends or you like Uncharted or God of War, then go for the PS4. If not, a PC is your best choice, and since it is upgradeable, you can keep playing games for a long time without any major upgrades. I'd recommend building a PC that's slightly more expensive than a console ($600-700 USD), since you'll get the most out of it that way and it will last you longer.

so.. talking long term benefits, everyone is forgetting something:

 

with a pc, you can use the thing to learn things.

- first off, you learn about hardware by building it.

- you can use it to access the internet in a propper way.

- a pc is a "creator" device. you can use it to make mods for games, make pieces of software, etc. programming talents may come in handy when looking for a job.

In the long run, a PC is better.
Games are cheaper at release AND get cheaper over time very quickly.

Can do a LOT more than just play games.

Backward compatibly to the biggest back catalog of games out there.

MODDING.

Free online play.

If you're short on cash right now, sure a PS4 might be "good enough" to play a game or two, but it won't ever beat a PC in terms of capability.
