What should I be paying for this? The guy listed at 400 dollar. Also is this better than (2) EVGA Geforce GTX SC 2gb?

I would just get something like a R9 390 Nitro a be done with it. The 2GB of VRAM will start to be limiting pretty fast.

There is 2 of the graphic cards

 

VRAM doesn't add up in SLI as of now. SLI still means 2GB of VRAM even with two GPUs.

Buying 770 SLI from the beginning makes no sense whatsoever. Plenty of games can't run dual GPU at launch, 2 GB isn't much in the way of vram today, and the 770 is a very power hungry card. It's one thing to buy a second card if you already have one, but you don't and with that kind of budget I'd be looking at a single 980 from EVGA B-Stock.
