its completely legal to sell skins for actual money, just steam doesn't happily allow it per say.

 

but yeah sell at opskins.com, paypal etc is too risky to be using unless you know them.

except steam doesn't think it is. You can get trade banned and if your skins get stolen don't expect any help.

except steam allows opskins to continue their business. Even unbanned their bots when they were banned by accident
