MSi or sapphire .

The strix cooler just isn't good with massive tdp cards .

AMD Ryzen R7 1700 (3.8ghz) w/ NH-D14, EVGA RTX 2080 XC (stock), 4*4GB DDR4 3000MT/s RAM, Gigabyte AB350-Gaming-3 MB, CX750M PSU, 1.5TB SDD + 7TB HDD, Phanteks enthoo pro case

MSI only because Sapphire warranty isn't transferable and if you decide to sell the card later, that affects the value of it. Their Vapor X cards are the exception though. Everyone wants the Vapor X's.

The Asus 390 has a terrible coil whine, which can easily over power the sound of the internal fans. I personally like the MSI 390 its compact, cooler, and a higher clock at 6.1 ghz.

I think MSI is better. Good cooling and is the only 390 which is clocked higher out of the box. If your not into overclocking, the MSI is better, but still can be overclocked. Jayztwocents clocked his at around 1200mhz on the MSI version
