those are all 20$ more which I can do but will take a extra week to pay for was looking for 319 after shipping and tax which each falls under

Don't let 20 bucks limit a purchase like this. Get the better card.

Definitely the PCS+. The 290/x pcs+ models were one of the best 290/x. This just has a different look to it. Careful though, this card's default fan profile is really aggressive. You'll want to have your own fan profile.

When it comes to 390 brands my list would look something like this Sapphire>MSI>PowerColor>Asus, atleast for the brands mentioned in here, the ASUS really isnt all that good compared the the rest. If the Sapphire is only 20$ more than the ASUS or PowerColor, i would 100% spend the 20$ and get that.
