No absolutely unnecessary unless you're doing really crazy GPU Overclocking.

and to answer why. its because most GPU's Bios have a voltage lock so even if MSI can say it'll do +100 MV's the bios will have it locked to something like +27 MV or something and its to remove that limitation usually

In the case of Gigabyte GTX 970s it's necessary. Updating the bios on my windforce netted lower temperatures, lower stock voltage, higher overclock potential and a better fan curve. Plus it no longer blanks out randomly when using hdmi.

Will manufacturers ever release legit gpu bios updates? Most of the time I see people flashing for overclocking but are there any legit bios updates from manufactuers like Gigabyte, MSI etc

gpu bios update is good and not good at the same time. it fixs the overheat, gives better overclock ability, maybe better voltage or less power consumption. but if you do it wrong you can blow your gpu. for me i always keep my bios updated for both gpus and the mobo either, i've seen better performance after the updates but not big diffrence.
