Is it natural for Origin downloads to go and reverse back to another number? 39% to 16%?

Well... EA owns Origin so I guess it's pretty normal :D

If there's issues with your connection and corruption in the downloaded files. yes

 

 

Steam can do the same thing....... just don't tell that to the Stream fanboys..... servers get bogged down during Steam sales also.

Lol did it to me a second ago but went back to where it jumped from. Downloading at 8mb/s so I can't complain :D

Same thing happening to  me while downloading deadspace 3. Jumps from 60% back down to 30%.
