What about the Phanteks PH-TC14PE

 

Phanteks are really good and sometime out preform some Noctuas in some tests.

Looking for the best CPU cooler that is super quiet for around $80... Something like the dark rock 2... Its going in a fractal r4 case

Most coolers are pretty quiet and only get loud when they spin up due to heat. Even then, the only noise one can usually hear is the whooshing of air, not the fan spinning or motor.

I would go for the Dark Rock Pro 2 personally.

I like my Hyper 212. I was able to run it passively on my Q9550 when i ran it stock.

Noctua u14s apparently is about the same performance as the nh-d14.

Exactly. Go for AP123, Silent Typhoons, NF-F12, or any other "Static Optimized" fans.

Corsair H80i? It's a liquid cooler, so it may be quieter, if you use the right fans.

I just got Noctuas U14S and will be doing some OC with it later when I have time. Now my 4770K is at 35C idle and max 67 under load (3DMark06). With max rpm adjusted to 1200, it stays quiet (GPU is louder) and temps don't go over 60C in gaming load. And its so slim all memory slots are free :)
