Can't add funds to Steam Wallet

I am trying to add some funds to my Steam Wallet, it's the first time I am doing this, trying to buy 2 keys for a friend (for CS:GO) but I cannot. It gives me an "unexpected error" I am using my PayPal balance like I always do with any purchase I make online. BUT. It doesn't seem to work. I have successfully purchased CS:GO in the past using Paysafecard, but it is currently unavailable in Greece. So my PayPal balance is the only way. Has anyone faced a similar problem? How did you go about finding a solution? Thanks

He's not buying keys in the sense that you do when you buy keys from shady websites.

 

He wants to add funds to his Steam Wallet using the Steam App through Steam.

 

 

If it's not working, the only thing I can suggest is logging on to your Steam Account through store.steampowered.com and trying there.

Make sure your Steam Country and Paypal country/address are the same or it definitely won't work properly.
