Is my Intel Core i7 4790k going to bottleneck two 980Ti SLI

Two 980ti's are known to bottleneck 4690k's at sub 4k but the hyperthreading actually helps a lot in this case at the same frequency.

No, a 4790K should be fine for a 2 way 980ti sli

2 of my friends have 4790k's + sli 980 ti's on 144hz 1440p moniters. it works fine ultra max out with around 144 fps

Nah, I use a 4690k with two 970's in 1080 144hz and 1440 144hz without issues
