Unfortunately I cant use the win 7 key on my new PC because it's registered to DEll.

Doesn't work like that. The key is tied to Dell computers.

Actually, if you call MS they'll activate it for you. I did it with a copy of Windows 7 from an old HP Slimline.

I need a windows 10 key and there is one on my laptop. Could I use that to transfer?

Possibly, but you'll have to get the key with ProduKey: http://www.nirsoft.net/utils/product_cd_key_viewer.html Then uninstall/deactivate Windows on the laptop call MS, and they'll lead you through the instructions. It worked for me so. Sure!  :)
