The CPU seems like the bottleneck. You can overclock to determine how well it can improve. If it fails to meet your expectation - get a better CPU.

PS: Recommend to pass on any AMD CPUs at the moment.

CPU R7 3800X    Motherboard Asus Prime X370 Pro  RAM  24GB Corsair LPX 3000 (at 2933Mhz)    GPU EVGA GeForce RTX 3070 XC3 SC  Case Phanteks Enthoo Pro M

Storage 1 x 1TB m.2 (Windows), 1x 500GB SSD (Linux Mint), 1x 4TB SSD (for data Samsung 870) PSU Corsair RM1000  Cooling deepcool ak620(? probably)

Synology NAS 2 x 8TB

Definitely try overclocking the Pentium, those things get such a benefit out of it (why haven't you already honestly?)

EDIT ~ Try overclocking with the current BIOS, and if you can't then see about getting an update.  I know the H81 (yes I know it's B85) boards got a BIOS update allowing some of them to OC

i will oc my cpu but im waiting for cm cpu fan to arrive

and as i said can i oc it on the b85 p33 motherboard

and now cpu done now should i upgrade my gpu?

If it's on stock overclock it like .3Ghz and see if anything improves. Look at temperatures, overclock to .5 Ghz if all is fine then stick with that until the aftermarket cooler gets here. It's definitely the CPU. I Suggest a I5-4460 or 4590 if all else fails.

Gunna go cpu on this one.

Get a new Intel CPU, don't go the AMD route.

Do NOT give bad advice. the 6300 fx and 8350 are STILL the best dollar to performance chips on the market. Leave fanboyism at the door please.

With intel he doesn't need a new motherboard, just saying. That would make something like an i5-4460 much better than the fx8350

what about the a10 7870k ?

Stop, what are you doing?

Why the hell do you want that piece of crap CPU?  (A10 7870K)

Do you understand what you are looking at?

You have an 1150 socket with a B85 chipset.  It can support CPUs that are faster than every single AMD CPU on the market.

Pick a i5 4440, i5 4460, i5 4690, i5 4690K, i7 4XXX.... Get the idea?

What budget do you have can that MOBO even OC? what are you gonna do? regular Gaming and desktop use? w/o recording/editing no reason to upgrade the CPU.

OC the pentium for sure you cannot run games well on STOCK should be getting 4ghz+ with a good cooler...

Otherwise GPU & RAM upgrades are nice to have.

well ive been trying to oc it manual and with oc genie it wont work

idk whats wrong

Stop.  Why are you trying to overclock?

You should be overclocking in the bios, not OC Genie.

The bigger question is:  Are you trying to overclock on stock cooling?

Sell motherboard buy motherboard that can OC.

Seriously?  OP is having trouble paring a CPU to his motherboard.  Now you are complicating the situation and the advice is not really good.
