if I buy win 7 can I upgrade to 10?

I am buying win 7 for under £10 somewhere (the deal is legit but not microsoft, don't even question me, it is not pirated, if it would I wouldn't buy it because I HATE piracy, it is responsible for all the DRM and stuff) (I am not buying it for full price because I am out of money for my new build)

if I buy the 7 can I flash it on the USB, clean install it and upgrade to 10?

EDIT: I meant to use my schools email to get free student version but I am in UK , so I cant :(
