Personal preference. If you are happy playing at 60fps, go with that and save money. If you have plenty of money to spare, you may as well go with 144hz. Like mattresses; you are fine with a spring bed, until you have tried a memory foam bed and cannot go back.

Not really, as the larger you go, the less you can notice it.

If you get a faster monitor, you must also upgrade your pc components to keep up with the speed.

60$? Yes, absolutely. I wouldn't play twice as much for it, but 60$ seem an extremely reasonable price difference.

The difference is ABSOLUTELY worth it if you PLAY GAMES AT ALL!!!

 

For me its worth it even for desktop use and office programs.
