It's not your version of Windows which is not updating, it's your system itself. When all the drivers are ready for your hardware, then you will get the notification.

Just to be clear, I've got Windows 7 Pro and Home, and with both versions they upgraded to the tech preview just fine, but the full version through the forced update doesn't work and just kills both OS.
